    Considering that weapon skills seem to be based of your average DPS instead of your raw weapon damage and that each weapon hit has a chance to proc a trigger effect independently of weapon speed (needs confirmation), you'll generally prefer using faster weapons (lower attack speed) so you get more trigger effects while not losing any damage as your average DPS is the same. So, high attack speed means that your weapon is slow, and low attack speed means it's fast.
